Right now I could argue that there are 14 year olds who have more knowledge of Astronomy then Copernicus or more knowledge of flight then Leonardo Da Vinci. Thus a generation being weaker than the last doesn't necessarily mean they didn't surpassed their predecessors, it simply means they had no reason too. There speech seems to cater towards the newer generation doing what they could not achieve in their life time. Sure you can still argue that statement refers to power, but Hashirama and Madara would disagree. Suffice to say you can argue that each generation contributed to the overall peace we are currently seeing in the manga, as the only individuals still making trouble our those related to Kaguya's bloodline.(In which Naruto/Sasuke/Both always manage to do without much effort) They were no where near as bloody as the one's in Hashi and Madara generation. And before you say it sure, sure, there were still world wars after Hashi and Madara's generation, but from what we've seeen.
As the endgame for Hashirama and Madara even establishing Konoha was for peace, and each generation in a sense surpassed the other when it comes to that aspect.
